This is my advice, collect the best video evidence you can (use a decibel meter) then just take them to court.

There’s something some people I think do not understand and continue to tolerate stuff for a long time: nobody cares about your suffering of noise but yourself.

Don’t bother hoping somebody else is annoyed and will do something about it, odds are nobody will. Start the process that gives the offender the notice right away, don’t wait for anything.

That is so true. That is the situation we are in right now. Subwoofer, and police/landlord do not care. We call the police and they don’t even arrive. Landlord just tells us to call the police. I’m going to start measuring the decibels and hopefully get something that can record subwoofer noise and just take this to court. It’s crazy.
